Our Purpose
Empowering Women. Strengthening Families. Revitalizing Community.
Our Mission
Dreams Are Possible exists to remove the barriers that hold women back — and replace them with pathways forward. We believe that when women thrive, children flourish and communities grow stronger.
This proposal represents a transformative opportunity to turn an underutilized school building into a vibrant, living center of hope and possibility for Bloomington-Normal.

Reimagining an Underutilized Asset
An empty school building is not a liability — it is unrealized potential. Every unused classroom represents a family that could have been served, a woman who could have gained a skill, a child who could have found a safe place to learn.
Through a meaningful partnership with District 87, Dreams Are Possible can transform this dormant space into a thriving community resource — one that serves women and children across Bloomington-Normal for generations to come.
Underused Building
Vacant classrooms, maintenance costs, no community return
Partnership with DAP
Responsible stewardship, programming, and coordination
Opportunity Campus
A living center of education, health, jobs, and hope
Challenges Facing Local Families
Women in our community are resilient — but they are navigating a complex web of overlapping barriers that no single organization can solve alone. When even one barrier goes unaddressed, it can derail progress on all the others.
Childcare Access
Without affordable, on-site childcare, pursuing education or employment is nearly impossible for mothers.
Workforce Training
Many women lack access to job-readiness programs that match local employer needs.
Transportation
Limited transit options prevent women from reaching services, jobs, and healthcare.
Health Disparities
Underserved women often go without preventive care, mental health support, or nutrition guidance.
Housing Insecurity
Unstable housing undermines every aspect of family well-being and long-term stability.
Financial Instability
Without financial literacy tools and income support, families remain trapped in cycles of poverty.
A Women's Opportunity Campus
Imagine a single destination where a woman can drop off her child, attend a workforce training class, visit a health screening, access a food pantry, and connect with a business coach — all under one roof. That is the vision of the Dreams Are Possible Women's Opportunity Campus.
By centralizing services in a collaborative campus model, we dramatically reduce the friction that prevents women from accessing help — and dramatically increase their chances of lasting success.
Community Connector & Facility Steward
Dreams Are Possible would serve as the hub operator — the organizing force that holds the campus together, ensures quality programming, and keeps all partners aligned around shared outcomes. We do not just manage a building; we cultivate a community.

Aligning partner programming to eliminate gaps and redundancies

Hands-On Trade Exploration
Women discover skilled trade pathways — construction, electrical, plumbing — that offer living-wage careers and strong union apprenticeships.
Career Readiness Training
Resume building, mock interviews, professional attire, and employer connections prepare women to enter the workforce with confidence.
Digital Literacy & AI Skills
From basic computer skills to AI tools and digital platforms, women gain the technological fluency that today's employers require.
Workforce Development
Through trade exploration, career coaching, digital literacy, and direct employer connections, the campus creates clear, accessible pathways from unemployment to living-wage careers. Apprenticeship partnerships with local unions and businesses turn training into hiring.
Lifelong Learning Opportunities
Education is the foundation of every other goal on the campus. Whether a woman is learning to read for the first time, studying for her GED, or building English fluency, the Education Center meets her exactly where she is — with dignity, patience, and expert support.
Adult Literacy
One-on-one and small group tutoring to build foundational reading and writing skills
GED Preparation
Structured coursework and test prep helping women earn their high school equivalency
ESL Instruction
English language classes that open doors to employment, education, and civic life
Financial Literacy
Budgeting, credit building, and savings strategies for long-term economic stability
Parenting Education
Evidence-based programs that strengthen family bonds and child development outcomes
Removing Barriers to Success
Why Childcare Changes Everything
For a mother, the inability to find safe, affordable childcare is not an inconvenience — it is a locked door. On-site childcare during classes and appointments is the single most powerful barrier-removal tool we can offer.
When a child is safe and engaged just down the hall, a mother can fully focus on building her future.
Family Support Services
  • On-site childcare during all classes and appointments
  • Homework assistance and after-school enrichment
  • Family literacy programs for parents and children together
  • Resource navigation for social services and benefits
  • Housing referrals and eviction prevention support
  • Transportation assistance and bus pass programs
Healthy Families Build Strong Communities
Health is not separate from economic opportunity — it is a prerequisite for it. The campus creates a low-barrier gateway to preventive care and wellness for women who might otherwise go without, bringing trusted providers directly to where families already are.
Mammogram Van
On-site breast cancer screening through mobile medical unit partnerships
Health Screenings
Blood pressure, diabetes, vision, and general wellness checks for the whole family
Mental Health Counseling
On-site therapists and counselors providing trauma-informed, confidential support
Vaccination Clinics
Immunization events for children and adults in partnership with local health departments
Nutrition Education
Cooking classes and wellness workshops that build healthy habits for the whole family
Meeting Immediate Needs
Before a woman can focus on her future, her immediate needs must be met today. The campus Basic Needs Hub ensures that no woman has to choose between eating and learning, or between dignity and survival. Meeting urgent needs opens the door to everything else.
Community Pantry
Consistent access to nutritious food for families facing food insecurity
Soup Kitchen
Warm, nourishing meals served with dignity in a welcoming communal setting
Clothing & Interview Attire
Professional clothing closet providing interview-ready outfits free of charge
Laundry & Hygiene
On-site laundry access and hygiene supplies for women and families in transition
Building Economic Independence
The Women's Business Incubator is where entrepreneurial dreams become viable businesses. Many women in our community have incredible ideas and unstoppable drive — they simply lack access to the resources, mentorship, and infrastructure that entrepreneurship requires.
Shared Office & Coworking Space
Professional workspace with desks, computers, printers, and reliable internet — no overhead required to get started
Business Coaching & Mentorship
One-on-one guidance from experienced entrepreneurs and business professionals in the community
Marketing & Administrative Support
Assistance with branding, social media, bookkeeping, and the business fundamentals that matter most
Grant Writing Support
Help identifying and applying for small business grants, microloans, and startup funding opportunities
From Classrooms to Community Resources
The beauty of a school building is that its bones are already built for learning. Every classroom, hallway, and common space can be reimagined for a new kind of education — one that serves women and families at every stage of life.
Stronger Together
No single organization can address the full scope of barriers facing women and families. The Opportunity Campus model is built on the power of intentional, coordinated partnership — bringing trusted community organizations together under one roof to deliver wraparound services more effectively than any could provide alone.
